I'm thinking either Dax girl (Terry Farrell or Nicole De Boer) (DS9) Erin Gray (Buck Rogers) Gigi Edgley (Chiana/farscape)

Traci Hines might be interested, if you want her. Not a huge celeb, but she's one of the Youtube celebs. Has a fanbase out here. Especially amongst those anime kids.

Tara Strong! I remember her voicing one of the characters in Extreme Ghostbusters. Doug Jones is also a very personable actor, he responds on Twitter which kind of blows my mind since I imagine him to be busy.

if we're going to talk voice actors
why not get Peter Cullen - Optimus Prime or Larry Kenny - Lion-O (From the original Thundercats) Lucille Bliss - original Smurfette (Is she still alive?) John Erwin - He-Man (original)
now these are just voice actors, Bollow i'm not saying we get them all, maybe 1 or 2. I'm just throwing these names in the pot for consideration.
Personally i'd love to meet Either Larry Kenny or Peter Cullen!

On the whole, voice actors will usually cost less than face actors. The Transformers convention I helped run brought in a bunch of voice actors. The big issue there was that we had to fly them from Vancouver to Fort Wayne, IN. That's not cheap to do so. With Chicago being a huge airport, you'll have a lot better time finding cheaper flights.
However, Peter Cullen is probably way out of the budget, what with him doing the TF movies and current animated show. I think he also likes to stay close to his home on the West Coast these days. Tara Strong... her voice is in a lot of shows these days, so I don't know how big her appearance fee is. Larry Kenny might be a good idea with the new Thundercats show (he's the voice of the new Lion-O's father).
We got around a big appearance fee by selling autograph tickets and giving the voice actors (and agents) a percentage of the ticket price. This lowered our responsibility to them, but on the other hand, we then had to push autograph ticket sales. We included 2 tickets with each registration, and then also gave away a print with each additional ticket sold, to entice people to buy tickets.

Tara Strong and Jim Cummings have been around FOREVER, so I'm not entirely sure they'll be difficult? All I know is that Tara Strong has been the voice of Bubble from the Powerpuff Girls and that's like meeting my childhood hero LOL
